Geometry is nearly identical at every overlapping size, with stack and reach within 2-4mm. Both use traditional cm sizing and offer four to six sizes covering riders from roughly 5'1" to 6'3". A 54cm Rove rider will fit a 54cm Straggler with only minor saddle and stem adjustments.
Choose the Kona Rove if you want a more modern steel gravel bike with wider tire clearance and slightly better component value at the entry trim. Choose the Surly Straggler if you value mount flexibility, the singlespeed-capable dropouts, and the well-earned reputation for being a one-bike-quiver that you will keep for a decade. Both are excellent steel commuter-gravel hybrids - the choice mostly comes down to brand affinity and dealer access.
