Statewide law allows sidewalk cycling with conditions in Utah. Utah Code § 41-6a-1106 expressly permits sidewalk and crosswalk cycling statewide, subject to the duties to yield the right-of-way to pedestrians, give an audible signal before overtaking and passing, and travel at a safe speed. Local governments may further restrict sidewalk riding by ordinance - Salt Lake City prohibits it in the downtown business district. See Utah Code § 41-6a-1106 (Bicycles and human-powered vehicles on sidewalks and paths).
Sidewalk cycling is legal in Utah only when you follow the statutory conditions — typically yielding to pedestrians, giving an audible warning before passing, and slowing to a near-walking pace in crowded areas.
