Every bicycle helmet sold in the United States must meet the Consumer Product Safety Commission impact standard set out in 16 CFR Part 1203. The standard covers attenuation, retention, and labeling — it is what state helmet laws are usually referencing when they require a "CPSC-certified" helmet.
Part 1512 sets the federal manufacturing requirements for bicycles themselves: braking performance, reflector placement, steering, sharp-edge limits, and more. It defines what qualifies as a "bicycle" for federal purposes — which matters in turn for how state vehicle codes apply.
The National Highway Traffic Safety Administration publishes cyclist safety guidance, crash data, and model behaviour recommendations that state DOTs and city traffic-safety teams draw on when writing local rules. NHTSA does not set binding behaviour rules for cyclists itself.

Every legal claim on a BikeSize laws page is anchored to a primary source: state vehicle codes accessed through official legislative portals, CPSC and NHTSA publications, state DOT cycling guidance, and municipal codes via Municode and American Legal. Secondary sources — League of American Bicyclists report cards, IIHS data, BHSI summaries — are useful for context but never cited for the legal claim itself. We do not cite law-firm blogs, content sites, or wikis for the underlying rule. Every state record is reviewed at least annually and re-verified whenever a tracked statute changes; pages past their twelve-month review window flag themselves for re-checking. The state JSON dataset that powers the hub is open content and lives in the repository alongside this page.
