Pennsylvania permits cyclists to ride two abreast on the roadway. 75 Pa.C.S. § 3505(b) expressly permits riding two abreast: "Persons riding bicycles upon a roadway shall not ride more than two abreast except on paths or parts of roadways set aside for the exclusive use of bicycles." Pennsylvania does not attach an impede-traffic qualifier in the two-abreast clause itself; the general slow-vehicle and right-hand-edge rules apply. See 75 Pa. Cons. Stat. § 3505 (Riding on roadways and pedalcycle paths).
Group rides in Pennsylvania can ride two abreast on most roads. Keep an eye on traffic behind — if a faster vehicle can't safely pass, single up.
Bigger roads, longer rides

Highway-access and group-riding rules favour riders who can hold a straight line at speed. Start with a frame that fits.
