There is no statewide rule on sidewalk cycling — it is left to cities and counties in Maine. Maine has no statewide statute permitting or prohibiting sidewalk cycling. The state Bicycle Coalition guidance and Maine DOT both point readers to municipal codes. Portland prohibits sidewalk riding by anyone over 10 years old in the downtown overlay district; Bangor and Lewiston permit sidewalk riding except where signed.
Because Maine doesn't set a statewide rule, the answer is "it depends on the city." Central business districts, downtown cores, and school zones are the most commonly restricted areas. Always check the local municipal code before you ride on a sidewalk.
