The rule
Bicycles are prohibited on Interstate highways in Maine. Bicycles are prohibited on Maine Interstate highways (I-95, I-295, I-195, I-395) under MaineDOT controlled-access regulations. The Maine portion of US-1 and other state routes remain open to bicycles.
What this means in practice
Stick to surface streets, US routes, state highways, and dedicated paths. If your route in Maine appears to use an Interstate, plan a detour before you start.
